Florida has no statewide locksmith licence: locksmiths do not appear in Ch. 489 contractor definitions (F.S. 489.105) and are not among the businesses listed as licensed by the Florida Department of Business and Professional Regulation.
How does Florida regulate locksmiths?
HB 1311 (2025), which would have required DACS licensure of locksmith services businesses, died in the Industries & Professional Activities Subcommittee on 06/16/2025, so no state licence exists. DBPR states: "You should also check with your county or city to learn whether or not a local business tax receipt or certificate of competency is required for services that do not require a state license." Palm Beach County's Certificate of Competency scheme (Chapter 67-1876, Special Act as amended, Laws of Florida) lists no locksmith category - its trades are construction and specialty trades such as GARAGE DOORS, WINDOW AND DOOR, LOW VOLTAGE and ELECTRICAL - so locksmithing is not a county-certified trade. The City of Boca Raton administers a Business Tax Receipt and Certificate of Use "as outlined in Chapter 8 of the Boca Raton Code of Ordinances" (2026-2027 renewal period open), which is the applicable local registration for a locksmith business; note that alarm and low-voltage work is separately certified by the county.

Proof of ownership.

Before we open anything or change any lock, we have to establish that the property or vehicle is yours. This is not paperwork for its own sake. It is the reason nobody can call us and have your locks changed either.

Tenanted property — we cannot let you in
If the property is rented and the tenant is in possession, an owner cannot have us open it or change the locks. That is a matter for the courts, not a locksmith.
Evictions — the Sheriff must be on site
