Locks in Tampa: what actually goes wrong.

Tampa is one of the two Florida counties that actually built a locksmith licensing program before the state preemption, so local expectations about "licensed locksmiths" trace to the Hillsborough ordinance rather than to any state credential. The second local pattern is age-driven: nearly a quarter of the housing stock predates 1960 and the bungalow districts run back to the 1880s-1930s, so rekeying an original Ybor City or Hyde Park door often means adapting modern hardware to non-standard historic door thicknesses and prep. ACS 2024 1-year estimates give Tampa a median year built of 1987, but with a distinctly bimodal stock: 9.5% of units date to 1939 or earlier and 24.5% predate 1960, while 38.0% were built in 2000 or later. With roughly 24.5% of housing predating 1960, original strike plates and softened jambs are the norm, not the exception, and a lock that 'sticks' is usually a door problem wearing a lock costume. Single-family detached homes make up about 49.8% of units, which shapes what we carry on the van. Florida has no statewide locksmith license: locksmithing is not a licensed profession under the Department of Business and Professional Regulation, and s. expressly preempts the licensing of occupations to the state, allowing only local licensing imposed before January 1, 2021, which the statute states "expires on July 1, 2024". Hillsborough County's code still contains Article XIII (Locksmith Services Businesses), s.
How does Florida regulate locksmiths?
10-434 of which states a person "may not perform or offer to perform locksmith services for compensation... unless the person is licensed by the Agency"; that ordinance predates 2021 and therefore falls within the s. 163.211 sunset, and Hillsborough's current public locksmith page describes only complaint intake, not licensing.
What sort of vehicles do you cut keys for around Tampa?

Proof of ownership.

Before we open anything or change any lock, we have to establish that the property or vehicle is yours. This is not paperwork for its own sake. It is the reason nobody can call us and have your locks changed either.

Government-issued ID plus a document tying you to the address or the VIN — deed, title, registration, lease, utility bill or similar.
You must be there in person
We cannot open a property or change locks for someone who is out of state, out of the country, or sending a friend, a relative or a contractor on their behalf. No exceptions, however reasonable the request sounds.
Tenanted property — we cannot let you in
If the property is rented and the tenant is in possession, an owner cannot have us open it or change the locks. That is a matter for the courts, not a locksmith.
Evictions — the Sheriff must be on site
We carry out lock changes on an eviction only with the Sheriff physically present and the court paperwork in hand. We do not attend evictions on a landlord’s word alone.
The same rule applies to vehicles
Car lockouts and key work require ID and proof the vehicle is yours — title, registration or equivalent. A key in your hand is not proof.
